Lewis & Clark Trail Bicentennial Commission of L&C County
Meeting Minutes
October 18, 2005

Attendance: Members – Jack Taylor, Mike Griffith, Marvin Holtz, Lillian Hegstad, Sharon Haugen, Mary Lou Garrett, Dal Sessions, Dick Alberts and Rita Blouke; Associate Member – Amy Teegarden.

The president called the meeting to order at the Chamber of Commerce Building. A quorum was present.

Mike suggested 3 amendments to the September 21 minutes: In the 4th paragraph, delete the second sentence and put a period after “resolved” in line 5. In the 9th paragraph correct “Plumb Creek” to “Plum Creek”. On a motion by Mary Lou, seconded by Dal, the minutes were approved as amended. The In-Kind document was passed around.

Correspondence: A letter from Travel Montana saying we did not receive the TIIP Grant; a letter from the State Commission with information and application for the 2006 O&P Grants; a letter from the State Commission with information and application for $5,000 supplemental funding for the Gathering (Thank you, Michael); an e-mail from Sara about Corps II.

Corps II Lincoln: The e-mail from Sara generated a discussion about Lincoln Corps II. Dick had been approached by NPS about canceling it. The decision was to proceed ahead and assume it will happen until we hear otherwise. Amy felt we should send out a letter and put information in the Blackfoot Valley Dispatch to invite the community stakeholders to participate in the meeting in November. Lillian will check the date.

Treasurer’s Report: Mike presented the treasurer’s report. We have a bank balance of $7,673.58. Dal reported that the Gates Chapter voted to donate $500 toward the Gathering debt. (Thank you, Dal and the Chapter.) On a motion by Sharon, seconded by Marv, the treasurer’s report was approved.

GN Project: Amy and Dick met with Alan last week. Alan and Dick also met with Gery Carpenter. There is some river clean-up and the work on the north end left to do. Work is stalled until the area is cleared of the children’s museum construction. The mountain goat and the elk are coming. Amy is contacting the Rocky Mountain Elk Foundation about helping pay for the elk. We are still waiting to hear about the NEA Grant. We still have a commitment to the project but right now we do not have $5000 that is not restricted. We still are looking at grants and any unrestricted money to go into the project. Mary Lou said David Peck suggested we contact the National Heritage Commission to apply for money.

Two Camps: Mike suggested we pull it from the agenda since we a finished with the project and no additional work needs to be done.

County Signage: Everything is here and we need to set up the 5 county signs. We will start with the York Bridge. We have been looking for an auger. Amy suggested we contact FWP and see if they will help with the installation. Dick will contact Craig Meagher. Dick and Jack edited and sent to Geoff the drafts for the last 2 signs.

Morgan Prints: Mike and Bob met last week. Mike has drafted a letter to be sent to selected people from the Lincoln area letting them know we have the print for sale. There was a motion by Jack, seconded by Mary Lou, for the Commission to authorize the letter be sent to approximately 30 Lincoln area residents on the Commission letterhead. Motion approved.

State Commission Meeting: Mike reported on the State Commission meeting in Big Timber. NPS cost share has been reduced to 2.5 million dollars. The state legacy project is having funding problems.

Marv reported that although he had a good July, August and September, no one mentioned Lewis and Clark.

The next meeting will be Tuesday, November 15, at the C of C Building. Meeting adjourned.
